HB 4748 (2020) 'relates to the increase of fees that private nongovernment notary publics may charge for notarial acts'; it 'was passed on March 7, 2020, and became effective ninety days from passage' (https://www.wvlegislature.gov/bill_status/bills_text.cfm?billdoc=HB4748+SUB+ENR.htm&yr=2020&sesstype=RS&i=4748). The effectiveDate above (2020-06-05) is computed as 90 days from March 7, 2020. CAUTION: the SOS Notary FAQ page (https://sos.wv.gov/business/Pages/NotaryFAQs.aspx) still states 'The maximum fee for notarization of each signature per West Virginia Code §39-4-30 is $5' while also stating $10 for any other notarial act; this appears to be pre-2020 text and conflicts with the current Code, which controls.
