Pennsylvania Notary Fees
Acknowledgment: Up to $5.00 first signature + $2.00 each additional
Pennsylvania Department of State regulations (4 Pa. Code § 161.1) cap notary fees at $5 for taking an acknowledgment ($2 each additional name), $5 per individual for administering an oath or affirmation, $5 for a verification on oath or affirmation regardless of number of signatures, $5 per certified copy or deposition, $5 per signature for witnessing or attesting a signature, and up to $20 per notarial act for electronic or remote notarization. Clerical/administrative fees (copying, postage, travel, phone) are not set by the Department; itemized receipts are required.

How Pennsylvania counts notary fees
First signature, then each additional (restarts per document)
Acknowledgment: the maximum is $5.00 for the first signature and $2.00 for each additional signature, and the first-signature amount starts over for each document. So the same number of signatures can have very different maximums depending on how many documents they are spread across.
- 3 signatures on one document: $5.00 + 2 × $2.00 = $9.00
- 3 signatures, one on each of 3 documents: 3 × $5.00 = $15.00
- 4 signatures across 2 documents: 2 × $5.00 + 2 × $2.00 = $14.00
Counted per signature
Signature witnessing is capped for each signature notarized, not for each document or appointment. Two people signing the same document are two signatures.

- 2 signers on each of 3 documents (6 signatures): up to $30.00
Counted per person
Oath / affirmation is capped per individual: the count is the number of people, not pages or signatures.

Verification on oath, jurat, electronic notarization and remote online notarization: each notarial act performed is capped at $5.00 (or the amount listed for that act). The maximum for several acts is the number of acts times the per-act cap.

Caveats and research notes
Final RULONA regulations (4 Pa. Code Chapters 161, 163 and 167) were published in the Pennsylvania Bulletin on March 28, 2026 and became effective that date, adding the $5 signature-witnessing fee and the $20 electronic/remote fee; base $5 fees were last raised on May 28, 2005 (from $2).
