A notary in Iowa may charge a reasonable fee for the notary's services. However, a notary cannot refuse to perform a service because a person is not a client/customer, nor may the notary's employer restrict the notary from providing services because a person is not a client/customer of the employer.
Caveats and research notes
Iowa Code §9B.21B fees ($1 per page, $5 per certificate) are Secretary of State certification fees, not service fees. Iowa Code §9B.25 prohibits charging a fee for drafting legal records or giving legal/immigration advice. Remote online notarization is authorized (https://sos.iowa.gov/remote-online-notarization); no separate RON service-fee cap was found.
